Mr. President, I rise in support of this amendment, amendment No. 928. It will create a deficit-neutral reserve fund to prohibit a fee or tax on carbon emissions. This vote is important to send a clear message to the administration that Americans cannot afford to pay higher utility bills because of bad energy policies.
