There is, happily, a long history of friendship between the Philippines and the United States.

Both nations are dedicated to curing justice and liberty and to promoting the general welfare of their own citizens.

I want to offer a toast to the President of the Philippine Republic, and to wish for the complete and entire success of that great Republic.
