The Protecting American Voters Act is directed at helping us achieve the twin pillars of voter access to elections, but also ensuring that we have accurate elections with a high level of integrity.
Article I, section 4 of the United States Constitution, the Elections Clause, confirms that States are given the primary role in administering elections, not the Federal Government.
That is not what this amendment does. It simply says, let us see what works and does not work; let us make sure that if those States are transitioning to vote-by-mail or trying to improve their system, that we have a sense of best practices. That is it.
