According to article I, section 4 of the Constitution, States have the primary role in establishing the time, place, and manner of holding elections for Senators and Representatives, while Congress has a purely secondary role and must restrain itself from acting improperly and unconstitutionally.

I would just note that this proposed amendment is another effort at provisions related to ballot harvesting.
