The Chairman himself, Chairman Peterson, who interestingly enough succeeded my old boss, Congressman Stangeland, in 1990. He has made comments to say that these waivers aren't working, particularly in the State of Minnesota.

I don't think this bill that is coming along, $3.5 trillion, whatever it is, with all sorts of taxes, regulations, higher cost energy, I mean, I don't know a small business out there that says higher-cost energy is going to do the trick.
