Mr. Speaker, I rise today because I am frustrated at the House of Representatives' failure to pass a realistic budget to stop the irresponsible across-the-board cuts that have caused more than 4,000 flight delays impacting hundreds of thousands of passengers over the past week. I voted against the sequester because it was a bad policy then and it is a bad policy now. Families in Michigan and across the country should not be penalized for dysfunction in Congress. Today, I am proud to have voted to end the crippling delays in our nation's airspace and support the jobs of 15,000 air traffic controllers who work hard to keep us safe all across this country. This bill gives the Secretary of Transportation the authority and flexibility to move funds within the FAA to minimize the disruption to our air transportation system. Although I am happy that our air traffic controllers can finally get back to work protecting our skies, this bill does nothing to solve the continuing negative impacts to women, senior citizens, small businesses and our children's education. It is time for us to take the responsible course of action to end this sequestration, find common-ground, and reach a final agreement on a bi-partisan budget that allows us to put teachers back to work in our schools, to give kids a jumpstart on education through Head Start, to help get people back to work, and to continue NIH research on critical diseases such as Alzheimers and heart disease.…
