Mr. Speaker, I yield 5 minutes to the gentleman from Texas (Mr. Cuellar), who has been a leader on this very issue and has helped to design the very product that is in front of us today, and I think that he can take great satisfaction from the bipartisan nature of the legislation that we are about to entertain.
