I am just curious, because it strikes me, if the President says for day, after day, after day on T.V. that he doesn't have the authority and then now he does.

I don't know, but I am just guessing that if that was somebody else that he didn't like that the President would say that person was lying, and has been lying for day, after day, after day.
Unfortunately, H.R. 5037, seems to be aimed directly at the Martin Act, and by preempting these State laws, the bill would allow small-time fraud to run rampant.
the litany of people in this current Administration and their beliefs really proves beyond a shadow of a doubt, in case anybody wonders, that elections have consequences.
