In order to assure effective and continuing leadership in advancing the status of women, it is deemed appropriate to establish an interdepartmental committee and a citizens' advisory council on the status of women.

I hope in the year 1963 we will again take stock of the needs of the country over the next decade and we will begin today, this year, this decade, the things which will make this country a better place to live in for the rest of this century.
It symbolizes, I believe, this highway, first of all, the partnership between the Federal Government and the States, which is essential to the progress of all of our people.

I think that by the time this Congress goes home, in the sense of next summer, that in the fields of education, mental health, taxes, civil rights, this is going to be a record that is going to be--however dark it looks now, I think that 'westward, look, the land is bright,' and I think that by next summer it may be.
