I hope in the year 1963 we will again take stock of the needs of the country over the next decade and we will begin today, this year, this decade, the things which will make this country a better place to live in for the rest of this century.
But don't make it impossible for us to function by legislative restraints or inadequate appropriations.
It is a great pleasure for Mrs. Kennedy and myself to welcome the Black Watch to the White House.
I think that by the time this Congress goes home, in the sense of next summer, that in the fields of education, mental health, taxes, civil rights, this is going to be a record that is going to be--however dark it looks now, I think that 'westward, look, the land is bright,' and I think that by next summer it may be.
