Madam Chair, I yield myself 1 minute at this time. Madam Chair, this is really a tremendous piece of legislation. It's a win-win-win. It will ultimately wind up with $9.2 billion worth of energy savings for American consumers because of the installation of these work smarter, not harder, technologies that we will be helping consumers to purchase. It will create 168,000 new jobs, especially in the construction sector which has upwards of 25 percent unemployment, and it will increase our energy independence by backing out that oil that we import into our country, moving us closer to this energy independence, which should be the goal of our country, using new energy technologies that make it possible for every consumer to participate in this revolution. This is an excellent piece of legislation. I reserve the balance of my time.
