Mr. Chairman, I rise to offer an amendment along with Ms. Matsui and Mr. Thompson. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Amend subsection (a) of section 108 to read as follows: (a) Operation.--Notwithstanding any other provision of this Act, the Central Valley Project and the State Water Project shall be operated in a manner that meets all obligations under State and Federal law, with operational constraints that are based on the best available science. The Acting CHAIR. Pursuant to House Resolution 566, the gentleman from Massachusetts (Mr. Markey) and a Member opposed each will control 5 minutes.
