Mr. President, I thank Ranking Member Snowe and, according to the previous agreement, I think we are going to move to a quorum call at this point. Within a short period of time, I think the leadership is going to lay down two amendments and then, after lunch, of course, we will be open to consider others. We are hoping they will be limited to the subject matter before us, but it is an open debate on this bill. I suggest the absence of a quorum. The PRESIDING OFFICER. The clerk will call the roll.
