Again, the National Flood Insurance Program has universal bipartisan support. This extension does not increase the deficit. It is not a spending and debt issue. It has only been taken hostage in these larger battles over other matters. Let's release this hostage and do the right thing. I ask unanimous consent that the Senate proceed to the immediate consideration of H.R. 5569, which was received from the House--this bill extends the authorization of the National Flood Insurance Program until September 30--that the bill be read a third time and passed and the motion to reconsider be laid upon the table.
