Madam Speaker, pursuant to House Resolution 1243, I call up the bill (H.R. 192) to prohibit individuals who are not citizens of the United States from voting in elections in the District of Columbia, and ask for its immediate consideration. Pursuant to 1243, the amendment in the nature of a substitute recommended by the Committee on Oversight and Accountability, printed in the bill, is adopted, and the bill, as amended, is considered read. The text of the bill, as amended, is as follows: H.R. 192 Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. PROHIBITING VOTING BY NONCITIZENS IN DISTRICT OF COLUMBIA ELECTIONS. An individual who is not a citizen of the United States may not vote in an election for public office in the District of Columbia or in any ballot initiative or referendum in the District of Columbia. SEC. 2. REPEAL OF LOCAL RESIDENT VOTING RIGHTS AMENDMENT ACT OF 2022. The Local Resident Voting Rights Amendment Act of 2022 (D.C. Law 24-242) is repealed, and any provision of law amended or repealed by such Act shall be restored or revived as if such Act had not been enacted into law. The SPEAKER pro tempore.
