Madam Speaker, I yield myself the balance of my time. I appreciate the gentleman's passion and intellect, and we have had many conversations. We do agree that we have to fix our deplorable infrastructure, and he and I have worked on some of these things together; but I have to say this: When I was in medical school--and I am a heart surgeon and I have had years of medical training--one of the things we learned a long time ago in medicine was to avoid iatrogenic treatment, which is a fancy, Greek-derived word which means to avoid a treatment that makes the problem worse. That is what this $10.25 tax would do on a barrel of oil. I have often referred to that plaque above the Speaker's desk. It is a quote from Daniel Webster. The very first line of that reads: ``Let us develop the resources of our land.'' I think it goes beyond simple concepts of highway transportation. It is all the resources of our land. We should be embracing the energy revolution that has been unleashed by American innovation, not taxing it into oblivion, not overregulating it into oblivion. This has offered tremendous hope not only for Americans, but for the world over, to offer a new view of energy security, taking us away from the Iranian approach or the OPEC approach or a Russian view by which they hoard resources and use this for their own political purposes.…
