The bulk of it is concerned with arrangements under which all the members of the league—that means everybody but Germany and dismembered Turkey—agree that they never will go to war without first having done one or other of two things—either submitted the question at issue to arbitration, in which case they agree absolutely to abide by the verdict, or, if they do not care to submit it to arbitration, submitted it to discussion by the council of the league of nations, in which case they must give six months for the discussion and wait three months after the rendering of the decision, whether they like it or not, before they go to war.
