The assistant legislative clerk read as follows: The Senator from Illinois [Mr. Durbin] moves to concur in the House amendments to the Senate amendment to the House amendment to the Senate amendment with an amendment numbered 3498. The amendment is as follows: On page 3, in the first House amendment strike ``SUBTITLE E--DISADVANTAGED BUSINESS ENTERPRISES SEC 451. DISADVANTAGED BUSINESS ENTERPRISES.'' and insert ``SUBTITLE E--UNPROFITABLE BUSINESS ENTERPRISES''
