As I mentioned in my opening statement, federal funding for R&D traditionally comes through grants and contracts, investments in research and infrastructure, and I don't think I want anyone to think listening to this hearing that we are suggesting otherwise, that this is just an easy way to save money because I think it's important that we keep funding to the way we've traditionally done the funding.
