Mr. Speaker, I rise today to pay tribute to my friend and colleague and the Dean of the Illinois Delegation, Congressman Jerry Costello. Congressman Costello has been a fixture of these halls since his arrival in 1988. Since my own arrival to Congress in 1993, I have known Jerry Costello to be a kind, diligent, and caring public servant for the people of Illinois and the United States. Whether working towards FAA reauthorization, creating local jobs, or saving Scott Air Force Base from closure, Jerry Costello has shaped and improved Southwestern Illinois. I will miss Jerry Costello's collegiality and his leadership. Just because he is departing Congress does not mean there is not much work left for him to do. I look forward to seeing what the next chapter of his life brings and, on behalf of my wife, Carolyn, myself, and the people of the First Congressional District of Illinois, I wish him well on his journey. Congratulations, Jerry!
