So let me just be clear about one thing, and that is that it is my understanding that as soon as you get to some kind of plan that you want adopted, don't you just publish that, and then it is a formal publication, and people are given the opportunity to make the responses until--and then the Director will actually step forward and make the adoption? Am I correct?
