Madam Speaker, in closing, I urge all Members to support this bill. In our last business before the House for the Natural Resources Committee this year, I would like to thank the gentleman from Washington for his cooperation in this bill, and for all of the opportunities that we have had to work together in this Congress. Moreover, I wish him good luck as the new chairman of the committee next year, and look forward to working with him in the next capacity. Madam Speaker, I yield back the balance of my time. The question was taken; and (two-thirds being in the affirmative) the rules were suspended and the Senate amendment was concurred in.
