The amendment is as follows: (Purpose: To limit eligibility for trade adjustment assistance to workers who are laid off because of an increase in imports from, or a shift in production to, a country with which the United States has a free trade agreement in effect) On page 5 of the amendment, between lines 6 and 7, insert the following: SEC. 212. REQUIREMENT THAT TO BE ELIGIBLE FOR TRADE ADJUSTMENT ASSISTANCE WORKERS BE LAID OFF BECAUSE OF IMPORTS FROM, OR A SHIFT IN PRODUCTION TO, A COUNTRY WITH WHICH THE UNITED STATES HAS A FREE TRADE AGREEMENT IN EFFECT. Section 222 of the Trade Act of 1974 (19 U.S.C. 2272), as amended by section 211 of this Act, is further amended by striking subsection (a) and inserting the following: ``(a) In General.--A group of workers shall be certified by the Secretary as eligible to apply for adjustment assistance under this chapter pursuant to a petition filed under section 221 if the Secretary determines that-- ``(1) a significant number or proportion of the workers in such workers' firm have become totally or partially separated, or are threatened to become totally or partially separated; and ``(2)(A)(i) the sales or production, or both, of such firm have decreased absolutely; ``(ii)(I) imports from a country with which the United States has a free trade agreement in effect of articles or services like or d…
