The Chair appoints the gentleman from Georgia (Mr. Westmoreland) to preside over the Committee of the Whole. {time} 1355 In the Committee of the Whole Accordingly, the House resolved itself into the Committee of the Whole House on the state of the Union for the consideration of the bill (H.R. 4348) to provide an extension of Federal-aid highway, highway safety, motor carrier safety, transit, and other programs funded out of the Highway Trust Fund pending enactment of a multiyear law reauthorizing such programs, and for other purposes, with Mr. Westmoreland in the chair. The Clerk read the title of the bill. The CHAIR. Pursuant to the rule, the bill is considered read the first time. The gentleman from Florida (Mr. Mica) and the gentleman from West Virginia (Mr. Rahall) each will control 30 minutes. The Chair recognizes the gentleman from Florida.

If the terrorism threat to America was reduced to going away, I would be the first one to support a reduction in funding both for UASI and the Department of Homeland Security, but we all know this threat is not going anywhere.
