My hope is that we continue to do our oversight in the years to come, and if we extend that bar graph or bar chart a couple years forward into the future that we will see not only a plateauing, but we will see those numbers coming back down, a little bit less red ink.

Not really. I have just come from the Environment and Public Works (EPW) Committee, which is having a hearing on the Key Bridge, the bridge in Baltimore that was badly damaged.
We are better off when we hear community concerns at the beginning of the process rather than at the end.
