My concerns lead me to believe that this EPA action is even more reason for Congress to pass the Carper-Alexander legislation that would establish a national program with stronger permanent reductions in SO2 and NOx emissions and eliminate 90 percent of mercury emissions.
Carper advocates for legislation to strengthen emission reductions in response to EPA actions.
