Mr. President, I was unable to cast a vote for rollcall No. 99 in the second session of the 111th Congress--the motion to waive the Budget Act point of order against Vitter amendment No. 3665 to H.R. 4872, the Health Care and Education Reconciliation Act. Had I been present, I would have voted ``no'' on the motion.
