I would say that it's always the proper time to talk about issues that impact our freedom, and we have momentous issues here in Congress at times that deal directly upon our freedom. With that in mind, I would like to yield 3\1/2\ minutes to my colleague and friend who is an Army veteran from the State of Michigan (Mr. Rogers).
