Madam President, if I could just close, and I actually had, I think, yielded the floor. So I appreciate the chance to make this final point. All the Ensign amendment tries to do is clear up the ambiguity. My colleague says it is absolutely clear to him that they are included. I know the committee says they think it is clear.
