Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 35, line 16, strike the quotation marks and the last period. Page 35, after line 16, insert the following new subsection: ``(i) Prohibition on Earmarks.--No amounts made available for grants under this section may be used for a Congressional earmark as defined in clause 9(e) of Rule XXI of the Rules of the House of Representatives.''. The CHAIR. Pursuant to House Resolution 1517, the gentleman from Arizona (Mr. Flake) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Arizona.
