Mr. Speaker, I rise in support of this provision to get construction of Keystone XL pipeline underway. For months, Members from both sides of the aisle have worked tirelessly to impress upon the Administration the urgent need for the Keystone XL pipeline project to proceed. The justification for Keystone as a safe and critical boon to private sector job creation and American energy security has not changed. This project will still create thousands of jobs. It will still increase the nation's capacity to transport crude oil by 830,000 barrels per day; and the State Department is still on record stating that Keystone ``poses little environmental risk'' and will lead to ``no significant impacts to most resources.'' Unfortunately, the Administration's reluctance to proceed with the Keystone XL pipeline has left some other figures unchanged since debate on Keystone began. The unemployment is still above 8 percent. The U.S. still relies on the same sources of foreign energy; and American's are still asking why? Yet thousands remain out of work because the President refuses to pick up his pen. Americans want more jobs and greater energy security. Construction of the Keystone XL Pipeline will help to ensure both. I urge support for this provision.
