Madam Chair, I have an amendment at the desk, designated as No. 3 under the rule. The CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Amendment No. 3 offered by Mr. Flake: Page 12, after line 25, insert the following new subsection: (h) Prohibition on Earmarks.--None of the funds appropriated under this section, and the amendments made by this section may be used for a Congressional earmark as defined in clause 9(d) of rule XXI of the Rules of the House of Representatives. The CHAIR. Pursuant to House Resolution 1051, the gentleman from Arizona (Mr. Flake) and a Member in opposition each will control 5 minutes. The Chair recognizes the gentleman from Arizona.
