The text of the amendment is as follows: Part B Amendment No. 2 offered by Mr. Flake: At the end of the bill, add the following: SEC. __. APPLICATION OF 14TH AMENDMENT. Nothing in the Act shall relieve a Native Hawaiian governing authority from complying with the equal protection clause of the 14th amendment to the United States Constitution.
