Madam Speaker, I have an amendment at the desk. The SPEAKER pro tempore (Ms. Edwards of Maryland). The Clerk will designate the amendment. The text of the amendment is as follows: Amendment printed in part B of House Report 111-445 offered by Mr. Flake: At the beginning of section 7, insert ``(a) Authorization of Appropriations.--'' before ``There are authorized''. At the end of section 7, insert the following: (b) Prohibition on Earmarks.--None of the funds appropriated pursuant to subsection (a) may be used for a congressional earmark as defined in clause 9(e) of rule XXI of the Rules of the House of Representatives. The SPEAKER pro tempore. Pursuant to House Resolution 1192, the gentleman from Arizona (Mr. Flake) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Arizona.
