The text of the amendment is as follows: Amendment printed in part B of House Report 111-445 offered by Mr. Flake: At the beginning of section 7, insert ``(a) Authorization of Appropriations.--'' before ``There are authorized''. At the end of section 7, insert the following: (b) Prohibition on Earmarks.--None of the funds appropriated pursuant to subsection (a) may be used for a congressional earmark as defined in clause 9(e) of rule XXI of the Rules of the House of Representatives.
