Mr. Chairman, I rise in support of the amendment. If the Department wants to issue a rule, do a rule that actually targets the abuses rather than takes on a segment of the industry that may or may not be complicit in the kind of allegations that are there. This is overly broad. Let's have them go back to the drawing board and actually target abuses that occur, not a segment of the industry that's actually providing services.
