Mr. Speaker, if we defeat the previous question, I will offer an amendment to the rule to ensure that, if you like your contract, you can keep your contract. My amendment would make this bill apply only prospectively, because in this bill it is retroactive unless the consumer chooses otherwise. Americans enter into agreements with one another with the assumption that the law will not change the deal they made. This amendment would ensure that, if you like your contract and you are the small guy, you can keep your contract. Mr. Speaker, I ask unanimous consent to insert the text of my amendment in the Record, along with extraneous material, immediately prior to the vote on the previous question. The SPEAKER pro tempore.
