Madam Speaker, I yield myself such time as I may consume. Madam Speaker, I will just say this, I appreciate the sponsor of this indicating that, in their interpretation, a simple phone call would suffice. I don't think that is the way CBP is interpreting this. I think they are interpreting this that they are going to have to build out infrastructure so there can be private facilities for counsel to meet with these folks. Madam Speaker, I reserve the balance of my time.
