“Madam Speaker, I rise to applaud the inclusion of the CAPTAGON Act in the 2023 National Defense Authorization Act. The production and sale of the dangerous narcotic Captagon is being used as a major revenue source, fueling the regime and the war machine of Bashar al-Assad in Syria. It is this illicit activity that has allowed them to ignore U.S. sanctions and continue to oppress the people of Syria and export terror.
