by virtue of the power in me vested by said Act of Congress and by virtue of said agreement, do hereby declare, proclaim and make known that all of the lands within the Walker River Indian Reservation in the State of Nevada which have not been allotted, set apart and reserved as above set out, will, at the hour of twelve o'clock noon, Pacific Standard Time, on Monday the twenty-ninth day of October, A.D., nineteen hundred and six, and not before, be opened to settlement, and then and thereafter be subject to disposal under the existing laws of the United States.
