By virtue of the power vested in me by the said act of Congress, do hereby declare and make known that all of the unallotted lands in said reservation... will, on and after the sixteenth day of July, nineteen hundred and six, in the manner hereinafter prescribed, and not otherwise, be opened to settlement, entry, and disposition under the general provisions of the homestead, townsite, and mineral land laws of the United States.
