(2) Multiple proposals for returning the hostages and implementing a ceasefire have been developed with the help of the United States and international partners and presented to both Israel and Hamas. (3) Hamas has impeded or outright rejected these proposals, refusing to release the hostages and extending the suffering of civilians on both sides of the border.…”
