Secretary Penn, are these costs captured in the current Navy Future Years Defense Plan (FYDP) to accompany the 2010 budget?

Further restrictions may necessitate the Navy's returning to Congress for assistance.

The 2005 BRAC round is the biggest, most complex, and costliest BRAC round ever.
