It is a tremendous challenge. It is not that we do not know what to do. It is not that we do not have the tools to do it.

we will do our best to make sure that we are, at each turn, making sure that we tilt the balance toward openness.

But you are making a very concerted effort to make sure that we go into the next round and try and roll this thing back.

If we are really concerned about human rights, human rights violations, information is powerful.

When you bring in the concept of affordability, you are basically subsidizing the risk, and you are incentivizing people to build where, truthfully, unless they can afford to do it, they probably should not be building.
