So this year instead of adding $5 billion to the budget as we did last year and as we did the year before, we started with a budget of $98.8 that Congress approved last year, the President requested it.

The $11 billion tax cut will challenge American businessmen, investors, and consumers to put their enlarged incomes to work in the private economy to expand output, investment, and jobs.

As a member of the Congress at that time, I was proud to vote for this historic Act.

A government that is compassionate can always be proud and the Good Lord Almighty has blessed us with a bounty that excels that of any other nation in the world.

That doesn't mean, because we are compassionate, we have to be wasteful.

We were especially grateful to you for coming at this time and proud to have had this chance to demonstrate the high regard and admiration which we Americans have for the people of Italy and their distinguished Chief of State.

Mrs. Johnson joins me in sending warmest personal regards to you and Mrs. Segni and both of us hope you have a very pleasant and safe journey back to Rome.

All of these issues are of very great concern and importance to the residents of the District and to the nation of which the District is the capital city.

Our position is unchanged.

In view of our recent national tragedy, no better time exists for the searching of our hearts and minds.

This is a time of deep appraisal for all Americans.

THE United States Government is ready and willing to discuss all problems affecting the relationship between the United States and Panama.

Respect for law is the condition upon which our whole social order depends.

I call upon all public officials to display the Nation's flag on public buildings on that day as requested by the Congress.

A viable democracy requires understanding of the nature and basis of our freedoms and recognition of the individual responsibilities which those freedoms impose.

Observance of the law is essential to public order and to the strengthening of the individual rights of our citizens.

I hope that in its own way, each Department and Agency throughout the country will find it possible during this week to commemorate and underscore the importance of implementing the principle of the Brotherhood of Man under the Fatherhood…
