It is absolutely true that the Federal Government occupies the vast majority of the most valuable spectrum.

We are talking about the spectrum that the government has, but we have to move beyond that to meet our capacity.

I think one thing that they brought to my attention is that they believed, through the interaction they have with the Pentagon, that they have a world class ability to share information.
