The fiscal year 2008 budget requests $14 million for international labor affairs. A decrease of $58.4 million from last year. An 80 percent cut.

But GAO--but they are looking--what they are talking about is the actual picture.

Well, there would have to be a statute change for the States to do it, too.

By the way, Head Start is not an educational program; it is a social skills program with education added in.
