I think it is important that the authority that you have, that you understand what it is.

I would encourage the Environmental Protection Agency to move forward with all deliberative speed to make sure that you do what you can under the law.

President Obama has made it clear that addressing climate change is a top priority of his.

So I am one of the one who would just urge you, move forward, keep it going, that will keep the pressure on the Congress.

I am one of the ones who really believes that we need to act and we need to act urgently.

Did you say that sometimes the Department of Justice will notify the companies that there has been a breach, as opposed to the other way?

The lawsuit and the settlement that resulted hurt consumers in a significant way.

You are going to make whole the consumers from the past.

Do you think there is enough in the settlement to make everyone whole that is out there?

Mr. Lujan. Mr. Russo, if I could interrupt, I think that that example is a perfect illustration...

So it sounds like what States have done, they have a reporting mechanism that when there is a breach in security and data is compromised, that they are required to notify the consumer that may have been impacted.

So you believe that consumers in Minnesota, New Mexico, Virginia are going to benefit from this and be made whole as a result of this settlement.

My sense is that probably if you had a state-by-state basis, that that would not be the case.

Those of us representing border states have seen the violence along the border escalate and over the years have pushed for increased funding and resources to help address the problem.

I am glad Washington is now giving it the attention it deserves and is making it a priority.

Our country is struggling with some of the toughest economic challenges we've seen, at least in my lifetime.
