Doesn't it, though, seem sort of counterintuitive that, when we are talking about issues around cybersecurity and around communicating virtually on the Internet, the only way we think we can do that is to build a brick-and-mortar campus?

I believe that.

So who is the second country, in terms of providing the most food aid around the world, to the United States?

Is there a dollar amount that accounts for that, or a percentage of income of the U.S. maritime industry that can be attributed to food aid?

I share the sentiments that have already been expressed, that it is very important for us to look at the budget for food aid and try to increase that, but that we also need to be as efficient as possible.

One of the things that you talked about when I visited the NCCIC was the fact that part of what you were looking for in this year's appropriation was to be able to anticipate and get ahead of cyber threats.

One of the challenges, and I think we talked a little bit about this when I visited the NCCIC, where the NPPD operates and where you all are working, is how to quantify what the challenge is and how to track what is happening in a way so…

Now, through this hearing, we hope to focus on DHS's role in protecting the Nation from cyberattacks.

That is what I was going to ask. Can you identify the bad guy and then do you report that to law enforcement in some way?

In the 2015 budget, the GAO found the IRS used $12.1 million that was appropriated for taxpayer services to implement the Affordable Care Act.

So we are taking it from our core functions to do this.

Because we funded you the same on taxpayer services, and you took the money to implement Obamacare.

How would you describe Iran's cyber activities and capabilities generally?

I think that is something that we need to look at and evaluate.
