They have access to information when the Federal Reserve will try to sell securities, and what price they will accept. And they have intricate financial relations with people across the globe.

There has never been this much funding in the Nation's schools before in our history.

Is that it? If States have a cap on the number of charter schools, that they would have a harder time of winning one of these awards?

If someone can make that much money off the back of students, that just shouldn't be allowed.

Students with disabilities, this is one that we pay special attention to.

the title I program and the Special Education State Grants program under the Individuals With Disabilities Education Act, that Senator Harkin, you worked so hard on.

I think there may be a little bit of concern here on this subcommittee and others about making that a mandatory program.

More of the same in our dropout factories will not help children succeed and beat the odds.

We are committed to a fair resolution of outstanding and longstanding civil rights cases against the Department.

But farmers and ranchers are a great strength of this economy. And I am confident that they will help lead the way to recovery.

I enthusiastically welcome the President's request for $1 billion annually in new funding for Federal child nutrition programs.

I hope, that you and other members of the committee are now getting to know the Tom Vilsack that those of us in Iowa have known for a long time, a very dynamic, smart, and progressive leader who is not afraid of change.

I do want to commend you and the President for putting that extra billion dollars a year in the President's budget request for child nutrition programs.

I have always known that he is deeply committed to farm families, rural economic development, and strong Federal nutrition programs.

I was pleased to see that the President's budget builds strongly on investments made USDA energy programs in the 2008 farm bill.
