Why could they have not stayed on base? Why was that decision made? Why is it justifiable for 20 percent of the money allocated for economic development for that purpose?

What can we say in terms of deliverables for the mission that is anything sustainable that we get to accomplish the purpose of economic development in Afghanistan?

I would point out that, as you said, I was one of the people who introduced that legislation in August 2012 that would have allowed subpoena power for SIGAR.
